memory load at 98

    I have Norton Utilities and it is showing a memory load of 98 - 100 before I even go to any programs. What does that exactly mean and how can I get it lowered. I am running Win 98SE, have 128.OMB RAM. and a 30GIG hard drive. I am getting an

    Error turned by function WaveIn Open
    MM SYSTEMOO7
    There is not enough memory available for this task

    Any suggestion?
