I am currently looking for a new computer, however, I am on a budget. The memory on my current computer is not enough. I have an external hard drive that I save my work on, but I was wondering is it the RAM memory that's necessary to run Lightroom or is it the hard drive memory? The memory on my computer is not enough to run the software or view any images. Can I get away with a 8 or 12gb RAM with a lower hard drive memory of at least 500gb?

It's both, albeit in different ways. As you can see from the system requirements noted here, they recommend 8GB of RAM and 2GB of available HDD space.

You'll be fine with either 8 or 12GB of RAM, although the latter would likely be preferential, and I'm sure a 500GB drive will be more than sufficient.
