Everytime I type something in the help box in excel 2003 and hit enter, it comes up with windows installer Please wait while windows configures microsoft office professional edition 2003. This is Windows xp. What can I do so that it does not come up no more?

Have you allowed to finish installing? Maybe the complete Help options were not installed as part of this setup.

Yes, it let it completely install and closed it out and reopened it and it went through the windows installer again.

Did you try going though Change in Add/Remove Programs for Office and verifying that Help files are installed locally?

I checked the help files and it was added. I tried detect and repair and I also tried unistalling and reinstalling office.

I believe there's an Office "clean-up" utility available for download. You might want to try to find that, and then uninstall Office, reboot, run that utility, reboot again, and then reinstall Office.
