Earlier today when I accessed an Office 2013 Excel file, I was confronted with a message that says, "Microsoft Office Professional Plus 2013 detected changes to the hardware on your computer. You must activate Microsoft Office Professional Plus 2013. This wizard will guide you through the Activation process.... If you choose not to activate at this time, you may run the software for 1 more day before the product becomes unlicensed. Click Help for more information."

Clicking on NEXT leads to a https://support.office.com website article that says in part, "If you don't have a current subscription, you must buy a new Office 365 subscription, or make a one-time purchase of Office." This sure sounds to me like some kind of ransom-ware. In early October 2015 I upgraded from Office 2007 by purchasing, downloading and installing Office 2013 just after I upgraded to Windows 10 64-bit. I do still have the Product Registration Key in a file on my computer, so you would think that I do not need to purchase another one, even if I am not subscribed to Office 365. Does anyone have any advice about how I should proceed? I don't really need or want Office 365.

If you have the license key and have access to the Microsoft Office Account it was registered with it should just re-activate without issue and there is no need to purchase a new copy. If the automated wizard fails I would do as above and give MS a call, these are usually very easy to sort out.

    Office Account sign in: https://office.live.com/start/MyAccount.aspx
That will also have you key and download links.

You appear to have a very old Toshiba Satellite P200/P205 series laptop with a very weak processor.

Its graphic device is also running in VGA mode and doesn't have a driver installed.

What's the complete model number of your laptop?
(Note: 2 sets of characters separated by a dash comprise the complete model number)

The complete model number is P205D-S7802. I have two of these, both purchased used, and I love them because they both have SIX USB ports, one used for a wired mouse, two used for large external Hard Disk drives (used for backup), leaving three used for such things as a flat-bed scanner, or memory sticks, etc. One P205D runs Win 10 64-bit, and the other one runs dual boot Win 10 64-bit or XP SP3 (which I use to run old legacy programs that will not run on anything newer). Why newer laptops have only two or three USB ports is beyond me.

That model laptop originally came with Windows Vista Home Premium 32-bit and has these primary devices:
    ATI graphics
    Realtek audio
    Atheros wireless
    Realtek ethernet
Because of the old age of that model laptop, its support site provides no driver support for any operating system newer than Windows 7.
I suspect some of your issues are associated with the operating system and other software in it.
