OneNote is one of 7 apps that come as part of the Microsoft Office Professional Plus 2016 suite.
Why do you want to remove it?

If you highlight that suite in the "Programs And Features" list, then click "Change", it should bring up a window which gives you the option to add or remove any of its apps.
2003 and 2007 allows you to do that, so I assume 2016 also does.

I don't have 2016...Maybe you select Uninstall then you get the opportunity to for 'Change' or Add remove Features'. if you have a 'click to run' version you may need installation disk. I think simpler would be to remove the short cuts and ignore.

Agreed. If you aren't going to use OneNote, just dump the shortcuts and forget about it. That would be a LOT easier. Also less chance that anything breaks.

Do you have a 365 subscription?
If so, I think if you uninstall any part of 365, when an update is run, the uninstalled programs will be reinstalled.
The short cuts with the Start menu may even comeback on an update.

Office 2013 and 2016 now come as click to run versions where EVERYTHING is installed by default. There is no option to add or remove any features.

    Thanks for that clarification.
I've never used a version newer than 2007, so I wasn't sure if version 2016 had the same option to add/remove components.

2013 & 2016 in ISO or DVD install format do have the same ability as earlier versions.
The click to run version ( download over the net) which is the default version in most if not all flavours, where you buy a key card from the supplier & that has a link to Microsoft to download the version
