Microsoft Windows Installer could not be accessed

    I need to install Silverlight so I can access my company's website.
    During the installation a popup says installation failed with the following message.
    "Message ID: 1601"
    "Microsoft Windows Installer could not be accessed"
    Also when I try to download TSG SysInfo I get the error report that says
    "Tech Support Guy System Info Utility has encountered a problem and needs to close"
    Help to fix this will be greatly apprciated.

    Have you made any changes to services? Will the Installer Service start and run from the services console?

    Thanks for responding to my question.
    I haven't made any changes to services.
    I don't know where, or what, the services console is.
    Please explain.

    Control Panel > Admin Tools > Services

    Find the Windows Installer and see if you can start it.
