    go to www.supportcave.com
under the Windows XP section are registy tweaks for windows services
run the home or Pro version depending on what version u have
    restart when done.

if your not sure right click on my computer and left click on properties
    it will tell u thier

these files reset/restore the services and can fix issues with them

to see what services are running
go to start then run, type in services.msc
dont go go messing aroung in here, unless told to do so..

Is the service you are checking helpsvc? Go to start > run, enter cmd

    At the command prompt enter:

    sc query helpsvc

Does the state report it is "running"?

One thing you can try is to reinstall Help and Support.

This is done by enabling "Show Hidden Files" in Folder Options > View and then finding the INF folder in c:\Windows. Look there for the file:

    pchealth.inf

You can right click on that and select "install". You WILL need a Windows CD to complete the reinstall.

Try going to Start > Run, and typing:
    cmd
    OK.

    In the command window:

    helpctr.exe /unregister <Enter>
    helpctr.exe /regserver <Enter>
    helphost.exe /unregister <Enter>
    helphost.exe /regserver <Enter>
    helpsvc.exe /unregister <Enter>
    helpsvc.exe /regserver <Enter>

See if you can start it by going to Start > Run, and typing:
    helpctr
    OK.

Were there any relevant entries in the Event Viewer?
