Welcome to TSG jihn. It belongs in c:\windows\system and no place else.

The best way to correct problems with this file (it may not be "registering" correctly), is to remove and reinstall Client for Microsoft Networks through the Control Panel's Network applet.

After removing it and rebooting, go back and add it. You will be prompted for a Windows CD, so have it handy. Or if you have cab files on the hard drive in c:\windows\options\cabs you can enter that location as the restore from path.
