Hi, you will need to borrow a Cd from someone to do the following
Insert the XP cd into the Drive then switch on the computer.
You will receive the following message:
    Do Not press Enter
You want to use the Recovery Console so press R

At the Command Prompt window > Type
    expand D:\i386\hal.dl_ C:\Windows\system32\hal.dll
The above is to copy the hal.dll file from the Cd to the system32 folder on the hard drive.
[D being the Cd drive letter - if different change it]
[C being the hard drive Xp is installed on - if different change it.]

You will be asked do you want to make the change.
    Say - Yes.
    Once that is done
    Type Exit.
Remove the Cd and restart your pc.

Thanks for answering, what I'm trying to say is that I do not have a Windows XP and I do not think any friend has it, it can be solved by usb or just by CD

I know of no other way to replace the hal.dll file without the xp install Cd.

You could try a system restore from Command Prompt?
Re-start the pc and tap F8 as the pc is starting up.
When you reach the Windows Advanced Options window.
Select - Safe Mode with Command Prompt.
    Press Enter
    At the command prompt window
    Type: %systemroot%\system32\restore\rstrui.exe
    Press Enter.
Choose a date prior to your problem.
    Restart the pc

It must be the original [Microsoft] install cd.
