Mobo or PSU?

    This is a problem that a friend has been having on his desktop for a year or more now.

    There is a beeping problem, different types of beeps. Sometimes there are constant beeps with slow pause, sometimes fast pauses. You can sometimes get this to stop by shutting off the computer and leaving it off for a few minutes and then starting it again.

    There has also been problems with it restarting on its own but not recently.

    Just today the monitor started going blank at random times and needs to be turned on and off (just the monitor) to be fixed.

    What does this sound like? I need to pick any new hardware up today.
