Modem Connection Halved!

I have a dialup modem and am running widnows ME. I am having a real problem with my internet. OK. About one week ago, my internet was working fine, connecting at a constant 50666bps. that was great, I was just fine wiht it, considering the maximum you can get is 56666bps. Well, I shut my computer down and didn't use it for about 4 days. I get back on, and there is tons of spyware on my computer, from a search bar (which I can't get away), too tons of installed things that i never installed. Anyway, now when I connect to the internet, I am connecting at 28800bps! It really makes me mad considering that it was working fine just a little while ago. Another thing, when i dial up to connect to the internet, dialing up takes about twice as long with twice as many cchhhhtchhhh etc... It used to only take about 20 sec, now it takes anywhere from 35 sec to not connecting at all. I have spybot S&D and I ran that and it got most of the spyware off, but the searchbar is still on there and my internet is still connecting really slow. I tried system restore, but system restore does not work on my cpu for some reason. Thanks!

go to http://www.tomcoyote.org/hjt/ , and download 'Hijack This!'.
Unzip, doubleclick HijackThis.exe, and hit "Scan".

When the scan is finished, the "Scan" button will change into a "Save Log" button.
Press that, save the log somewhere, and please copy & paste its contents to the forum.

It will possibly show issues deserving our attention, but most of what it lists will be harmless or even required, so do NOT fix anything yet.
Someone here will be happy to help you analyze the results.
