Modem wont register in NT v4

My dial-up networking won't load because my modem won't register? It works fine with Hyperterminal. Might I have an interrupt conflict? Can anyone tell from the below (thank you in advance):

A modem was not found on COM1.
A modem was not found on COM2.
A modem was found on COM3:

check device manager for any conflicts. If there is one, change the IRQ.
