I recently installed new video card drivers. My video card is: Nvidia Geforce FX5900, and the driver versions are 45.23. The problem started after I installed the drivers. When I go into properties>settings>advanced>monitor, all the refresh rates are displayed and I cannot check the box that says 'Hide modes the monitor cannot display'. This is causing many problems in games because when the resolution changes, the refresh rate does not so I get the "Out of scan range" error.
I am out of ideas, I cannot use system restore, and I have uninstalled/reinstalled the drivers many, many times. Thank you for the help.
