updated all adapter and monitor drivers, restarted

cycled through all external monitor projection settings

tested a different laptop with monitor, worked without any user input

That's correct, the monitor just goes into power saving mode

Very strange. Can you try a different type of cable than HDMI ?

All I can think of is the monitor is set to use the wrong input or maybe it's resolution or refresh rate is set to the wrong value at the monitor itself. If the monitor has on-screen menus check for any odd looking settings.
