my monitor sometimes (30% 0f the time) will not 'come on' when the computer boots up. it clicks and 'tries' to come on but it just keeps clicking.
running most recent ver of win 98. machine about 4 yrs old and was built by a very reliable local computer shop so there is no name brand involved except the monitor brand is RELISYS. usually restarting will solve the problem but i hate to keep doing that.
what's the best way to prevent this or is it just "one of those computer things"?

You need to rule out some things first. Try another monitor from a different pc. If it has the same problems as the original monitor then you will have to check out the video card.
