    Is Asus VP-228TE LED better than CRT monitor Samsung 793df in terms of overall quality?

    Well just considering the size of the screen - 21" , it will give you more screen real estate, enables you to show wider program windows, tile those windows side by side, see more Excel columns.

    Considering it is TN panel, are colors going to be different by looking straight not from side?

    Yes, will probably get color shifts and low contrast if you are viewing more than 32.5 degrees to either side of straight on or more than 45 degrees above or below straight on, according to the PDF file of the owner's manual found here:

    But can you adjust the contrast with nvidia control panel?

    Yes, you can probably adjust the contrast in the computer's settings and also on the monitor to get a little better contrast further off center, but the center viewing would be really bad.
