I am running windows 98se with a 2 button microsoft 2 button scroll mouse. noticed last night that I could not scroll up and down any web page or in excel. The last time I had that problem, I rebooted & it corrected itself. Last night it did not fix. I deleted the mouse in hardware device & rebooted again, but still no luck. Is there a patch that I have not installed?

Go to the manufacturer's website. Usually the first thing to do in any issue.

Load the correct drivers will fix it 9 times out of 10 even if you never needed them before.

Yes, this would be the issue. If you can connect to internet, can you let it update & find the correct drivers?
