Is there a way in office 2007 to be able to send an auto-reply when you receive an email, without using the out of office function?

I want to be able to send out info immediately to those that email, but not have it say I am out of the office.

I tried to set up a rule but it said it was client-only and would not work when outlook was closed. I work in an office with an outlook exchange system.

In the Rules Wizard-->Action choose - "Have server reply using a specific message"
click specific message underlined link. A blank email form will open which will be your template for the auto-reply.

In a Business setting, IT and Network Security types often Disable the function to Auto-Reply at the Exchange Server Level. Also, many companies will enable an Exchange Server function on a User basis as needed. Before attempting a workaround, I would check into the specific policies in your environment.
