msiexec.exe constantly running

    Over the last couple of weeks I have noticed that my notebook PC (DELL Inspiron 700m) hard drive has been running more or less 100% of the time the machine has been powered on. Task Mgr/Processes indicate that "msiexec.exe" is running at 99 and CPU usage is at 98-100%.
    At the same time, I have also had several incidents of "about:blank" pages in IE (6.0) opeing themselves automatically. During a 30 minute period last night a total of 8 pages opened (I had 8 IE windows opened automatically).

    1) are these two issues related?

    2) I have checked that "Windows Installer" in Systems is set to "Manual".

    3) I also try to turn off the msiexec.exe in "Processes", but it turns it self on within seconds again.

    4) I have run multiple spyware software applications trying to find and delete the cause of the "about:blank" problem, which I think is a browser hijack, but to no use. I've run Webroot's "SpySweeper", SpyCatcher and F-Secure's "BlackLight" and Trend-Micro's online "HouseCall". Each of them found malware, but didn't solve the problem.

    5) I am using Microsoft OneCare with Defender as my antivirus and malware protection.

    I'm at a loss and unless someone has a solution I don't see any other way but to reformat in order to solve the problem.

    Please help, someone.

    Try this
    Start > Run > type in "msconfig"

    Look in the services tab and see if it is in there. You can set that to manual or automatic, or disable it.

    Try disabling it and restarting and see if it goes away then. You may need to re-enable it at some point, so make a mental note that if an installation doesn't work to try starting it again.

    Wow, you have so much installed and starting there it is not going to be easy to sort this out.

    None of it looks like "malware" so likely some legitimate install has gone awry.

    Have you tried doing a System Restore to correct the problem? If you don't mind going back a couple of weeks it could be the easiest solution. These can be undone if not helpful.

    I also see this running process which I do not think should normally be there once .net framework is installed:

    C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\mscorsvw.exe

    Sometimes the Microsoft Installer will run when a program is incompletely UNininstalled. Did you unininstall or install anything just prior to this?

    If it's an UNinstall and we know what it is we could use the Microsoft Installer Cleanup utility to remove the remnants.

    Otherwise you are either going to have to try a System Restore -- or try doing some "clean boot" troubleshooting:

    See if the installer launches in a "clean boot" configuration: (note: you will need to run services.msc after doing the clean boot and manually ensure that the msinstaller is set to manual -- it may otherwise be disabled in the clean boot. See the MS instructions.

    First, restart in Safe Mode (tap the f8 key promptly on startup and choose the Safe Mode option from the boot menu).

    In Safe Mode –

    Run msconfig and select the "Services" tab. Check "Hide Microsoft Services" and then disable the rest. Also uncheck "load startup group" on the general page.

    Now restart and test the issue at hand

    If no problems, run msconfig and recheck half the disabled items on the Services tab. Test again. If the problem recurs, UNcheck half the items you just checked to narrow down the culprit.

    If the problem didn't occur, check the other half, so all the Services are enabled -- proceed to do this on the startup tab as well.

    Get the idea? You want to isolate the problem to a specific startup if possible.

    Note: if you already have items unchecked under msconfig > startups and are in “selective” startup mode – you should note what these are before beginning. They will need to be de-selected again.
