MStoolbar woes

    During the install of Microsoft toolbar a couple of months ago, I suffered a power failure. The tool bar refused to install after that and everytime I launch IExplorerer I get the following meassage:

    "#msntb_toolbar_full_name# is unable to load its config file If you have recently upgraded to a newer version of the #msntb_toolbar_full_name# and have not restarted your computer since the upgrade, please try restarting your computer. If the problem persist, please reinstall all the #msntb_toolbar_full_name#"

    There is no entry in the add remove program wizard. Trying to upgrade to a newer version of MSToolbar results in a "Contact System Administrator" dialog box. I have tried numerous programs to clean this up ie Nortons Utilities, JV Power tools ect.

    Can you help me with this?
