Multiple files associated with one program

How would a person set the file associations for multiple files in a folder to open with a single program? Have a person at a city ofice that has somehow associated all files in a certain folder with AutoCAD. Don't ask me how they did it, that is what I am trying to determine. OS is Win98..they are not geniuses by any means and how they came to be engineers is beyond me.

The easiest way to reassociate a file is to select (highlight) it, then shift+right click it. Select "open with" from the dialog window and then scroll to and select the program you want to associate it with from the scroll window. If it isn't there, click the "other" tab to browse. Then check "always use..." and OK

The question here though, is what are the file types and the proper, default associations for them? Without knowing the file types, we don't know what should be used to open them.
