My Laptop wont start up all the way

Why wont my laptop start all the way up? when I turn it on it loads, and then when I'm suppose to click a user-account, the accounts don't pop up. I uninstalled a program shortly before this situation, so it might be something with the registry.

I have tried running in safemode to do a restore, but yet again I cant log in. Any help would be appreciated, thank you :)

I have a Dell Latitude E5400 running Windows Xp Professional

If all else fails and you have a Windows XP installation disk, you can perform a "repair installation" that
should fix your problem.

What is the name of the program that you uninstalled before this started happening?

It was a toolbar i believe, but i uninstalled it with Advanced System Care 5 and used the advanced uninstaller, which then deleted some registry files. And I don't have a disk. But there's a way to restore my computer to a previous time, I just can't figure out how to do it.

If you do not have the install Cd.
Have you tried Last Known Good Configuration.
On the screen after you tap F8.

Also try..
F8 - Choose.
Safe mode with command prompt..
Log on as administrator.
Type.
%systemroot%\system32\restore\rstrui.exe

This should launch System Restore.
Choose a date prior to the problem.
