MYSTERIOUS desktop icon

Every time I browse ebay....a strange icon appears on my desktop. It is the WINDOWS icon with a "~" beneath. It causes my system to drag and programs to open and operate slowly. I delete it to the recycle bin but it just comes back when I browse ebay again. What is this and how do I keep it off my system permanently?:)

Candy, I found the link after tearing my hair out trying to solve this one after a couple of clients ended up with this on their desktops. Good job I have plenty of it to pull out
