Need Full Administrative Rights in Windows Vista

This is a personal Toshiba laptop running Windows Vista Home Premium. No other uac’s PROBLEM
I attempted to delete Safari and iTunes: Went to Control Panel, Uninstall a program, selected uninstall iTunes and received an error message same message with Safari - The system administrator has set policies to prevent this installation. I am attempting to delete not install! Another box comes up and states You do not have sufficient access to uninstall itunes. Please contact your system administrator.
So what do I need to do to uninstall Safari and iTunes? Thank you. Lady

What type of account do you have? Check the Control Panel > User Accounts and see.

Have you made any changes to system policy, use any "tweakers" to change system settings, or do others also use the machine?

(You will not be able to uninstall most programs in Safe Mode since the Windows Installer service cannot run. But just let us know if there are some that don't work.)
