Was anything else wrong with the PC to cause you to go to the drastic step of reinstalling Windows? Not accusing here just need to know if anything else was wrong. ;)

If you go into Device Manager under Network Adapters is your Ethernet "card" listed as working?

If no one else has an idea I would buy a new card. They aren't expensive.

Just a quick test to rule out a couple things before you buy hardware, if you plug the ethernet cable from the machine that has connectivity into your bad machine what happens? Do you still have no connectivity?
