Microsoft .NET Framework 4.6 is the most current version for Windows 7.
It'll install over and replace version 4.5.2 or whatever version 4x your computer currently has.

Microsoft .NET Framework 3.5 comes as part of Windows 7, so you won't see it in the "Programs And Features" list.

It lets me install 4.5, 3.5 is not installed and wont let me install as it starts to rollback the install and say there was an error, same thing with 4.5.1, 4.5.2 and 4.6

I get error code 643 when trying to update to .net 4.5.2

.net 3.5 was accidentally uninstalled when trying to fix the error code 643

This is the full installer file for Microsoft .NET Framework 4.6 for Windows 7 32-bit/64-bit.
Download and save it, then close all open windows first, then install it.

I'm not there to see how you use that computer and what's installed in it, so I can't advise you why Microsoft .NET Framework isn't installing.
I've had no problem installing it in all of my Windows 7 computers and the ones that I service.

Let's see if there's an issue with your Windows 7 operating system that might be causing the issue.
Download MGADiag and save it to your desktop.
Double-click on MGADiag.exe to launch the program.
Click "Continue".
Ensure that the "Windows" tab is selected (it should be by default).
Click the "Copy" button, the leave the report window open.
Paste the report back here in your next reply.

That IS a custom/home-made computer and NOT a factory-brand(Dell, HP, Sony, Toshiba, etc.) computer, correct?

I don't know why you submitted images of the various tabs instead of the requested MGADiag log, but be patient until someone replies to examine them.
