I would like to know how one can provide multilingual support to a .NET-based CMS (Content Management System).

I cannot provide information on the CMS i am talking about. Unfortunately, I do not have more than what i already mentioned here. The fact that it is made with .NET.

It needs to support many more languages. Instead of manually translating each and page and button text, are there language packs available?

Or if there is a way - like say a dictionary/library/repository, that is referenced by some code, so that translation can be done?
I am not well versed with programming. Please go easy on me. :)

(Right now, using Google's translate is not an option I would like to consider. Maybe its technique?...)

Look forward to hearing from you guys!
