Network and Internet connection problem

I am suddenly unable to connect my Dell Dimension 2400 running XP Pro to the Internet or to my other networked computer which is able to connect with Internet but not to the Dell. Internet Explorer diagnostic tool log says Winsock problem but when I run the winsock reset command per support.microsoft.com nothing changes. I also cannot get system restore to work--error message that there is a problem and system restore needs to close. I have been unable to change permissions under sharing and security for this computer-when I try it locks up explorer. appreciate any help.
