I am on a network with my entire dorm. How do I create a password for my shared folders with windows xp like in windows 98?

You should be able to use explorer to browse to the folder or drive you want to share, select it, right click, and choose sharing. It will give you a dialogue box for password, etc.

I can look when I get home but for now I'm simply guessing.
I would imagine that you would choose to Share that directory and then you can set up permissions for which users have access to that folder or not (similar to windows NT/2000).
You'd have to add those people as a user and assign them a password.
