I have done a fresh install of Windows 98se. I have run fdisk, and formatted the drive. When I reboot Windows starts to load and I get a message that “New hardware has been found”. When the new hardware wizard starts the computer reboots. If I let this go, it will keep doing this for hours. I have disabled the plug and play in the BIOS and it does the same thing. Does anyone have any ideas?

Disconnect all devices from your computer, including all PCI devices. Only your monitor, mouse and keyboard should be connected. Then try again.
