Just got a brand new toshiba laptop, set it up and hit the connect to network button and it comes up with "no networks available" but I have tried in at two different houses where other laptops are working/connecting fine.

To me it feels like the internal network adapter is not working right or its somthing I need to do with it. The adapter is switched to the ON position

Went in the device manager and it lists only this under Network Adaptors - Realtek RTL8102E Family PCI-E Fast Ethernet

In the device manager on my sony pc it lists both a ethernet and a LAN express 802.11g network adapters.

    Any Help please

If there is only the wired adapter listed, the wireless hardware has a problem. I'd take it back to where you purchased it, probably the easiest course of action.
