No access to the control panel and properties of My Computer

    As the title says, I have no access to the control panel (non-existent in my start menu) and when I try to access properties it says I don't have privileges to access it. I also don't have privileges to access the control panel it says.

    The computer only had one user, which was mine and I was admin. I'm was getting some annoying pop up messages that announced an anti-virus but then I ran SUPERAntiSpyware and it was solved.

    After I ran the Smitfraudfix, I had the control panel in my start menu and I could open it but I couldn't access a lot of the icons in the control panel. After it rebooted, and I started running SUPERAntiSpyware I noticed control panel once again disappeared from the start menu.

    I tried to run Smitfraudfix again but it said something along the lines that the "administrator locked the ability to edit the registries" (rough translation from Spanish).


    Here is my Rapport.txt after the second (and third time) I tried to run it in safe mode:

    Hi zero2619.

    In these staange occurances (Virus/Spyware activity ?) I'm wondering if you are able to make another (Administartor) user
    Try Start - Run - C:\WINDOWS\SYSTEM32\nusrmgr.cpl
    To show (and add) your current users

    It doesn't let me open nusrmgr.cpl. It says I don't have permission to open it and to contact the administrator.

    Run this command (by clicking start -> run)

    regsvr32 C:\WINDOWS\system32\shgina.dll

    Then try to run: C:\WINDOWS\SYSTEM32\nusrmgr.cpl
    again

    Can you write down the lines above (to do)

    Then Logoff

    If you have a username that you can only click on, press Ctrl Alt Del (usually twice in a row) to get the old format sigin and password screen.

    Type in Administrator
    Hopefully password is blank

    And see if you can get into ity that way.

    Ok.

    Last thing to do (before backup and repair or re-install Xp)

    Can you go to Safe mode (repeatedly press F8 on Windows Startup - Select Safe mode)

    Log in to Administrator (that Ctrl - Alt Del twice thing again to get the login Name)

    Confirm you can (or cannot) get into Control Panel

    Then run the regsvr32 C:\WINDOWS\system32\shgina.dll

    Restart to normal mode

    Try again

    If no success, repair Windows (backup any userdata to DVD first)

    No. I don't have access to the administrator. I can't open the files. I did manage to run regsvr32 C:\WINDOWS\system32\shgina.dll but nothing else is working.

    Isn't there anything else I can do? I don't want to reinstall windows..

    Sorry for delay.

    Without Admin rights; and without being able to create another user. It is becomming very hard (!) to continue.

    I think the backup and Repair option is the best you should hope for here.

    By the way Repair is not re-install.

    Boot from Xp CD
    Install Windows (there's an " R" option here, but don't use it)
    Then finally "R"epair Windows (This is the second R you have come to)

    This will allow all to be the same as now, except:
    All Windows Security Updates will be lost
    You should have Control Panel back !

    Please let us know, what you decided on.

    Also:

    A clean install of Windows (Everything gone that is)
    is always the best option
