No Intel-VT-d on Bios

My cousin has a laptop with windows 7 ultimate. Processor is "Pentium Dual-Core CPU E5200 @ 2.5GHz" with 2Gb RAM, 32 Bits. He has Virtual PC installed but it not has direct access to USB port. There is no "Intel VT-d" on the bios. What can be done?

He has to upgrade his motherboard and CPU. The cheapest way is to get a Refurbished PC.
