This computer is currently set up with only one account, a Microsoft Account. I would like to add a local Administrator account, then later delete the Microsoft account.

I have followed these instructions and in step 6, there is no option that says "I don't have this person's sign-in information.". There is only a field for the user name, password and confirm password. The title at the top of this window is "Microsoft Account" and I see no options to get into making a Local Account.
    1. Select Settings.
    2. Tap Accounts.
    3. Select Family & other users.
    4. Tap "Add someone else to this PC."
    5. Select "I don't have this person's sign-in information."
    6. Select "Add a user without a Microsoft account."

    SOLVED:

This computer had no internet access at this location. I connected it to the internet and that is when the other missing options showed up.

RANT: It is ridiculous that I have to connect to the internet to create a local account.

Thanks for sharing the information. I always create a local account upon install, but it is good to know you can do it after the fact, too.
