It will take a Registry edit. In RegEdit navigate to HKLM\Software\Microsoft\Windows\Current Version\explorer\Desktop\NameSpace. Create a new key and name it {645FF040-5081-101B-9F08-00AA002F954E}. Then RIGHT click the new key and select Modify. Give the Default value of this key a string value of "Recycle Bin." Exit RegEdit, click once on the Desktop and hit F5 to Refresh. Your bin should be back. Registry editing is recommended for experienced users only. Improper editing can have serious consequences. Edited keys should first be exported as a precaution.
