During the evolution of Windows OSs, from the early days of the GUI interface to PC DOS, to the current iteration of Windows Vista, there have been many changes.

But, even as late as Windows NT or Windows 2K Pro, the Windows based OS has not supported pre-emptive multitasking nor had it eliminated reliance on key functionality based in the 8bit and 16bit worlds.

    Thus my question:
    1) Has Windows Vista broken through to true pre-emptive multi-tasking?
    2) Has Windows Vista finally broken away from kernal and device dependence on 8bit and 16bit models in favor of 32bit or 64bit components?

Thank you for the consideration of this question.
