What to put in an "a" tag if you're not sure if it's HTTP or HTTPS?

Just the domain name is fine, @corgwork;) There is no need to prefix it with http or https, just the // like this:
HTML:
<a href="//google.com">Google</a>

Whether or not it is HTTPS or HTTP would be handled by the web server, all web servers will convert the traffic accordingly.
