    Welcome to TSG!

    I'm assuming you mean Text Document? Notepad is not specifically named on the New menu.

    Open regedit and navigate to HKEY_CLASSES_ROOT\.txt\ShellNew
    (default) should be (value not set)
    NullFile should be type of REG_SZ with a blank value

    If the NullFile Name is missing, create a new string value with that name.

    This is the complete .txt key on my XP Pro system. You can save that in Notepad with a .reg extension and merge it in to reset your key.:
    Code:
    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\.txt]
    @="txtfile"
    "PerceivedType"="text"
    "Content Type"="text/plain"

    [HKEY_CLASSES_ROOT\.txt\PersistentHandler]
    @="{5e941d80-bf96-11cd-b579-08002b30bfeb}"

    [HKEY_CLASSES_ROOT\.txt\ShellNew]
    @=-
    "NullFile"=""
    The @ symbol stands for the (default) value. If you have values not named in the above file they will not be affected.
