I have a new hard drive that I've formated using XP's Disk Management as NTSF. The drive has a capacity of 250GB but it only formats with 232.88GB of available space. All my other drives are similarly short. Is there a way to get access to the total space on the disk?

It is correct. It is a difference between how the OS reports drive capacity (base 2) and how manufacturers report size (base 10)

    In other words,

Your disk manufacturer sells you the HD as One billion bytes per Gigabyte, then 250 of those, were Windows sees it as 1,073,741,824 bytes per gigabyte.

    250,000,000,000 / 1,073,741,824 = 232.83 real gigabytes to complete the math lesson. :D
