OE link launches empty MSIE

Up until last evening, if I had an email msg in Outlook Express that contained a link, and I clicked on the link, it opened an MSIE window with the URL opened in it.

Now, however, when I click on such a link, it opens up an MSIE window, but the window is blank, has no URL in the address bar, and the little windows/globe icon isn't spinning around.

Also, it is now a limited window -- the toolbar is missing the (my) usual edit, mail, and print icons, and the Tools menu is missing the items Add to {Restricted|Trusted} Zone, Sun Java Console, and Show Related Links.

When I click on a link *anywhere but* in OE, MSIE behaves correctly.

That did it!
Specifically:
Running regsvr32 on the various DLLs did not help.
The registry entries were correct as they stood.
Re-installing (actually repairing) MSIE did the trick.
