OE Outlook Express continual scrolling

When I open a drop down menu in Outlook Express (OE) such as "switch identities" or spell check" it scrolls through the options in that drop down menu 3 times.

I have had this problem in the past and found the answer on line - but I cannot find the answer again.

Can anyone help me fix this problem? Thanks in advance!

I finally found the answer on another forum. I will post it here as this question is asked enough that someone may need it...

Motive SmartBridge (MOTIVESB.EXE) may have been installed by your ISP to aid in reporting connection issues.
I would consider uninstalling this application unless you use it.
Alternatively open MSConfig (Start, Run and enter MSConfig in the box and click OK), open the Startup tab and uncheck "Motive SmartBridge".
