I had purchased a 1 user version of Office XP Standard and installed it and registered by phone. I recently had to format my hard drive and the code that was given to me by phone does not work with re-installation. I need to activate it, but I don't want Microsoft to think that I am using the version on a different computer. Can I get around this?

I'd give them a call and try. If you're telling the truth (and we have no reason to think you're not), you shouldn't have any problem. Just explain to them what you did.

I believe you have to reactivate Office XP every time you install it. Just call them and tell them that you formatted the hard drive and reinstalled it on the same system. They'll give you a new number. I've done it many, many times with Office 2000. They've never once hassled me. The only ask how many computers the software is installed on. Legally, it can only be installed on one.
