ok, here's a wishful & probably dumb question

Frustrated here indeed. I'm always having to clean up a friends computer from the downloads her kids 'teenagers' put into it--kaza, music, im's and a whole mess of things. Now I've set it up so she has the administrators privileges and password protection. But when the cats away the mouse will play. They sign on as "Guest" (not password proteced, something she does not want to do, keep peace in the family you might say) so here's my question.Is there a way, a program ( may be dreaming here) that prevents any and all downloads? Say password protected, allowing only the possessor of the password to do so. Am I dreaming?
Gosh I'm glad MY kids have grown & left the nest. :)

if the computer has XP, just make an account and give it limited access..

Start, Admin Tools, Computer Management, Local Users, and Groups right click on the right side, click new user, and go on from there.. i think you need a limited account to make it so they dont install anything

even guest should work
