On bootup Win 2k continuously restarts

I am using windows 2000 and now whenever I start up my computer it gets to the startup screen for windows 2000. The screen where it would normally go to the desktop as the last step of booting up, it instead restarts. This process repeats continuously. The only setting I changed was I enabled digital cd-audio on my cd-rom drive. It asked me to restart and when I did this problem started. I don't see how this problem could be caused by this though. I have tried disconnecting the cd-rom, booting up in safe mode, booting up with last known configuration, booting up with command-prompt, and nothing works. I have even removed every piece of hardware from my computer accept for the boot harddrive, and videocard and it still won't work. I also recently installed USB ports on my computer, they did not work so I changed the driver and everything worked fine. I think I have restarted the computer since I changed the driver and didn't have any problems. Anyway, I have removed the USB ports and that did not fix or change the problem. Please help, I am fairly good with computers but this problem has me stumpted.

Hiya and welcome

As you have tried removing everything from inside your PC, have you tried removing and plugging in your Video Card again, just to see if that helps?
Also, as it seems to restart when you get to the bootup. Have you installed any new software recently? Have a look in your Programs | Startup folder. Is there anything in there that shouldn't be?

Also, go here and download AddAware www.lavasoftusa.org
Install and run, ensuring Deep registry Scan is enabled. Remove all except any references to Web3000 or new.net. If you're unsure, copy/paste the list here.
