opening a port for software

How would I open port 6002 in Windows 2000? Do I use netsh? I cannot figure this out. I would like it to be open all the time, so I know the ENABLE ALL command would be used. Should I do this from a command line? I've never done it before and I was asked to do so by a friend. Sorry for the lack of detail. This is all I have.

What software is it? If you have a firewall on your PC, you would need to open the port in their. If you require people on the Internet to access this program and you are behind a router or firewall, you will need to do some port forwarding on your router as well.

Sorry to bother you.
I just figured out there was a hidden firewall that needed a Ctrl Shift blah blah combination to unlock.
Solved!
