operating system not found

Hi, I bought a new system and my friend wanted my old one which is an Emachine390 so I used a programm called Vcom System suite 5 which has a tool called secure erase to format your hard drive. this having been done i then went to reinstall the windows disk supplied with the computer and the screen is completely black and has the words: operating system not found
what do i do now? the manual with the vcom suite does not help much.can anyone help?

If you're trying to boot from a CD, make sure the CD is the first device in the boot order in your BIOS. The computer is almost certainly booting from the hard drive, and since you erased everything on it, the statement "Operating system not found" is accurate. There's nothing on the hard drive.
