Outgoing mail from Outlook.com sticks in Drafts folder

When sending mail from Outlook.com (OWA) it immediately goes to the Drafts folder and stays there. For all domains. There is no error message. Then trying to send it from the Drafts folder generates "Error: The message can't be sent right now. Please try again later."

This happens with all connected accounts and is independent of the browser (Chrome, IE) used to access OWA. Clearing the browser cache does not help. Incoming mail works OK. Desktop Outlook with the same email settings works OK.

This appears to be a known problem, but are not not many responses or suggestions. No solutions as yet from Microsoft community.

Are all the messages being put in the Drafts folder? In some cases, this happens if you have included large image files, attachments, etc. There may be size limits. When using Outlook.com and Hot Mail it is 10Mb per file attachment.

Have you tried deleting all file from the "Draft" folder?
