Outlook 2007-permission problems

    I have had Office 2007 for several months. I recentley ran into a problem when starting outlook 2007. I receive the following message:

    Cannot start Microsoft Office Outlook. Cannot open the Outlook window. The set of folders cannot be opened. File access is denied. You do not have the permission required to access the file C:\Documents and Settings\Owner\Local Seettings\Application Data\Microsoft\Outlook\Outlok.pst.

    I have tried sweeping my computer for bugs and downloading updates from Microsoft and still nothing. Has anybody ran into this issue and know how to fix it. Thank you.
