Tell us more, what error message do you get?
    If none, what does happen?

Error message says. MS Outlook has encountered a problem and needs to close. We are sorry for the inconvenience.
Outlook failed to start correctly last time. starting OUtlook in safe mode will help you correct or isolate a start up problem in order to successfully start the program. Some functionality may be disabled in this mode.
I still do not know what is wrong. I have done an install repair and that did not fix it. I am totally confused.

Hi there, welcome to the board!

I would check what add-ins you have active first. Should be able to get there by clicking your Office button, Options, Add-Ins. Start by disabling all of them, close Outlook and then re-open, see if the problem goes away. If it does, repeat this procedure, only adding them back one-by-one to see if you can find the culprit. Also I would look into checking your pst file(s). Check here for more info: http://office.microsoft.com/en-us/outlook/HA100758311033.aspx?pid=CH102499831033
