Outlook: Can't Stop It Sending Receipts.

I am using Outlook 2002 and for some unknown reason it has recently started asking me if I want to send a receipt for spam e-mails that I have received, saying that the sender has requested it.

Naturally I select 'No To All', but the next thing I see is the progress bar counting up the receipts as they are sent!

I have been in to Tools > Options > E-mail Options > Tracking Options to select 'Never send a receipt', but it is already selected.

In all the years I have been using this program it has never asked me if I want to send a receipt for spam e-mails, nor has it ever shown itself to be sending those receipts out, denied or otherwise.

Any suggestions on how I can stop this?
